1) Make sure your game is NOT installed in Program Files and no active overlays are running. Answering possible question - yes, Program Files (x86) is the same. Why so? Most of game clients suggest to istall there by default! True that, but unmodded and modded game are two different things. When game is modded, there are many additional files which didn't exist there in first turn, overlays or script extenders/injectors, etc - and it's needed to be ensured that system has full access to all of them. Program Files is a system folder, and because of this modded games can be often messed up without you even knowing that - so to make sure it won't happen, install your game anywhere - just not in Program Files. If it's same driver that has your Windows installed on it - it's ok too, just once again, not...well, you got it :) GOG is DRM-free so you can install your game anywehre at all basically - it doesn't require for game to be installed inside GOG directory. With Steam, you may just want to create an another Steam directory out of Program Files, and install Cyberpunk 2077 there. Similar situation with overlays - disable Steam overlay, GOG overlay, various things like Afterburner etc - most of overlays can mess up things, creating unneeded problems with a modded game. NVIDIA overlay is known to be fine - so you may use that sweet Ansel for panoramic screenshots anytime.
So after meticulously reinstalling and checking the settings of every application I had on my PC I found no solution to what was causing my CPU to be limited in such a way. This leaves me at the conclusion that this was just a mess up when I installed the new driver and maybe one or more of the apps that were installed just threw a fit. All of the bios settings stayed the same after the reset so there was no issue there.To put it simply, the reset worked.
Little new here, not sure if this is exactly the way to post here.This occurred immediately after doing a fresh install of Nvidia's most recent GPU driver (526.47). I do find it a little odd that the most recent driver needed a restart to finish installing.In BIOS all settings seem normal. Ratio multipliers and all that jazz are as they should be. As soon as I start up though the fans start spinning about 80% (25% is normal) and its clear performance is in the drain. CPU can't climb over 21% utilization and something to point out is Throttle Stop says my CPU peak is just above 10W and max temp is around 35C. Obviously I can't game with that. Any Ideas?
I had an issue after installing the latest nvidia driver that caused my GPU to spike to 100% and back down to 0% every second until I disabled GPU accelerated scheduling. Seems to be a bug with current nvidia driver. So reverting back a version of driver might actually help.
Set both to their maximum and the system was running as it usually did before. I finished up what I was doing and restarted to see if it would stick and now it isn't as effective. It is trying to boost higher hitting a peak of 1.20 GHz as far as I have observed. The only thing that I can think of that could have changed the IccMax to 1 Amp was the driver update when it asked me to restart (again weird). I had all cores set to the base clock in bios for stability to see if that was an issue but clearly it wasn't.Would you like to talk in Discord or use Anydesk to troubleshoot?
What motherboard do you have? Is it an MSI motherboard? Are you running any CPU control software like MSI Dragon Center? It seems like some control software or game boosting software that you installed might be causing this problem. It might be part of the Nvidia driver. I think it is something else or you would hear more people complaining about this.
MSI Dragon center was only installed for a very short period after I got this PC (almost a year ago) and then was immediately uninstalled after I changed some lighting settings. Razer Cortex optimization isn't enabled. Precision X1 only changes things on the GPU.I am currently working on backing up personal files into .rar archives and will probably reset windows entirely. There is a good amount of old application corpses and other junk that this will clean out anyway. Plus the lack of any idea what application is controlling or changing system settings is a jungle I'm not gonna slice through. Additionally I can see if it has to do with the driver when I install it again and my performance either stays or explodes.
